there restore files for cid:49 phones, there there because setool lite uses breakin which corrupts part of the main flash the rest file will restore the main and the phone will work it's an automatic process in setool 2 lite.

    rest file = restoretion files
in setool full version. the rest file are used for unlocking purpose. since setool lite can not be used for unlocking. not sure why they are there for. as far as i understand that rest files are not needed for flashing.

with no disrespect to simox. i don't think you are right. i just tested identify w580i without the rest file folder using setool lite. there is no problem.
in full version. if rest file is not present when doing unlocking. then the phone need to be fully flashed to compensate the rest file.
